(EBSI-Vector Information Pills: Implementation and results II)
Collaborative efforts in the context of EBSI-VECTOR focused on establishing the foundational elements for implementing social security use cases across borders, leveraging digital infrastructures and Verifiable Credentials. This initiative aimed to streamline social security coordination across EU Member States, addressing inefficiencies in current systems.
The work considered two major instruments within the European social security framework:
- European Health Insurance Card (EHIC): An essential tool for healthcare access across EU countries, revealing challenges in issuance practices and reimbursement claims.
- Portable Document A1 (PD A1): Certifying social security status for individuals working in a different Member State, highlighting the need for improved authenticity measures to prevent fraud.
A business blueprint was developed, envisioning a System Architecture that uses EBSI and Verifiable Credentials to improve usability, interoperability, and privacy. The architecture proposed Enterprise Wallets as plug-in capabilities for Issuers and Verifiers, outlining processes for credential issuance, revocation, and verification, and secondary interactions like credential delegation and self-verification.
Additionally, the work defined onboarding processes for institutions, ensuring compliance with existing social security frameworks like EESSI and eIDAS, while promoting interoperability. It also identified critical data models for EHIC and PD A1 credentials, focusing on privacy, data minimization, and authenticity verification.
In conclusion, the business blueprint lays a strong foundation for integrating EBSI and Verifiable Credentials into the EU social security system, aligning with EU regulations and existing systems to ensure a robust, interoperable solution for cross-border social security.
